Overview

The Chief Development Officer is responsible for leading AMPYR Australia’s integrated utility-scale BESS (and in time broader energy generation) and distributed BESS (D-BESS) pipeline from origination through development to Financial Close.

The role is accountable for maturing AMPYR’s origination and development capability — the team, standards and stage-gate discipline required to consistently take projects to FC on time, on budget and meeting financial hurdle rates.

The role works internally across an integrated matrix across Engineering, Grid, Procurement, Commercial, Planning, Finance, Legal and Construction. Externally the role works with TNSPs, AEMO, lenders, EPC partners, OEMs, offtakers and external advisers. Outputs must meet the standards expected under institutional infrastructure capital ownership and AGP Global IC governance.

Among its various investment platforms, AGP has established AMPYR Energy (AMPYR) which develops, owns and operates renewable energy assets around the world. AMPYR Australia is AMPYR’s Australian business.

AMPYR Australia:

  • Is constructing the 300 MW / 600 MWh Bulabul 1 BESS project along with a rapidly growing pipeline of more than 2, 500 MW of utility energy storage projects.
  • Owns a 23 MW portfolio of C&I solar assets across 137 sites and is developing a 300 MW portfolio of distributed BESS assets.

AMPYR Australia’s business has grown rapidly and is still evolving its approaches to project development. The business requires a Chief Development Officer capable of uplifting the development function across the business.

Responsibilities

Origination and Pipeline Growth

  • Lead origination of utility-scale and D-BESS opportunities via greenfield site identification, acquisitions (project and platform), joint ventures and channel partnerships with developer partners.
  • Structure the origination process including target screening, valuation discipline, FIRB pathway, and ongoing relationship management with vendors and co-development partners.
  • Maintain a forward-looking pipeline sufficient to support AMPYR ambition.

Development Rigour and Early De-Risking

  • Oversee the development of projects at AMPYR
  • Own and continuously improve the integrated stage-gate framework that governs both utility-scale and D-BESS development. Ensure well documented gate sign-off with all workstreams completed.
  • Maintain a single integrated risk register across the portfolio; drive quantified retirement of project-killing risks (grid connection, planning, native title, environmental, supply chain) at the earliest credible stage.
  • Set development standards and templates (development plans, IC papers, data rooms, schedule baselines, assumption books) and audit project teams against them on a quarterly basis.
  • Ensure project schedules carry realistic contingency, not buffer-stripped optimism. Calibrated reporting to IC is expected for this role.

Financial Close Delivery

  • Coordinate the financial close process (with support from the capital and finance teams) drawing on subject matter experts in related areas: offtake, OEM/BoP/EPC contracts, technical/legal/insurance/tax due diligence, model audit, FIRB.
  • Embed lender input at tender stage so contracts are bankable on first draft, not redrafted at financing.
  • Own the CP schedule from IC approval to drawdown; ensure no CP is left unexamined.
  • Maintain personal accountability for FC delivery against IC-approved schedule and budget. The role operates as the matrix lead for grid, community and offtake workstreams which sit functionally elsewhere in the organisation – accountability is delivered through influence, joint planning and SteerCo discipline rather than direct authority.

Cost-Efficient Development

  • Set and deliver project DevEx against approved budget (incl. contingencies). Manage variations transparently through the Investment Committee.
  • Deliver project CAPEX (and OPEX) at lowest credible benchmarks based on contemporaneous market data. Maintain a benchmarking discipline using actual market quotes, OEM and BOP panel rates, and recent peer transactions.

Leadership and Cross-Functional Leadership

  • Lead, develop and grow the origination and development team. Build a high-performance culture aligned to AMPYR values.
  • Be a part of AMPYR’s executive leadership team and a key contributor to strategic, financial and operational decision making through the executive leadership team forums.
  • Lead matrixed delivery teams across Engineering, Grid, Procurement, Commercial, Planning, Stakeholder, Finance and Construction. Define RACI per workstream per decision gate.
  • Provide single point of accountability for project status to CEO, Executive Committee and IC; aggregate cross-workstream issues at SteerCo rather than allow them to surface in isolation.
  • Build and maintain external relationships in coordination with internal owners, including TNSPs (Transgrid, Electranet), AEMO and AEMO Services, state regulators, lenders, EPC partners, OEMs and offtakers.

 Health, Safety and Environment

  • Embed AMPYR’s HSE expectations across all development activity, contractor selection, site visits and handover to construction. Visible safety leadership through the pre-construction phase is expected.

Reporting

  • Maintain a high level of reporting for internal stakeholders evidenced by accurate reporting of agreed performance metrics, risks, meeting minutes, updated project programmes and on-time completion.

Qualifications, Skills & Experience

Essential

  • 15+ years utility-scale renewable energy development experience in the NEM (or equivalent ISO/RTO market with directly transferable mechanics).
  • Demonstrable track record leading a minimum of 2 utility-scale projects to Financial Close in the last 5 years, ideally including BESS. RTB experience is not a substitute. Applicants are expected to have played a leadership (rather than tangential) role in projects
  • Deep working knowledge of NER 5.3.4A and 5.3.9 processes, Generator Performance Standards, R1/R2 commissioning, MLF, NSP and AEMO engagement.
  • Direct experience in negotiating and executing OEM, BOP, EPC and LTSA contracts at Utility scale.
  • Direct experience of the project finance process: term sheets, CP schedules, lender due diligence, model audit.
  • Strong commercial acumen: financial-model literacy, contract economics, returns mechanics (IRR, MOIC, DSCR), augmentation OPEX modelling.
  • Deep familiarity with NEM offtake instruments: CIS, state schemes (FERM, VRET, NSW Roadmap), OTC PPAs, virtual storage agreements, capacity swaps, virtual revenue floors.
  • Leadership of multi-disciplinary teams, with at least one prior role accountable for portfolio delivery, not single-project delivery.
  • Experience operating under institutional infrastructure capital ownership and global-investment committee governance

Strongly preferred

  • Experience with sub-5MW front-of-meter D-BESS or comparable distributed energy delivery models (panelled BOP, centralised OEM procurement, repeatable site rollout).
  • M&A experience: project and platform acquisitions, due diligence, FIRB process, transaction execution.
  • Direct experience leading or supporting CIS and FERM bids.
  • Established working relationships with TNSPs, AEMO, key OEMs and Tier 1 BOP / EPC contractors active in the NEM.
  • Cultural capability and credibility for engagement with First Nations stakeholders and regional communities.
